Ex-ante advertising for a negotiated procedure for a contract of a total value below €60.000 "Conducting usability tests on social networking sites with young people"
We look for a company to assist the Commission with carrying out usability tests with children between 13 and 17 years old on social networking sites. The purpose of this exercise is to test how young people find, use and understand safety features implemented by some of the social networking sites signatories to the "Safer Social Networking Principles for the EU". We want to check how they find safety information, how they understand it, how fast they find the privacy settings, how they understand them, how they manage to change them, whether they are able to find the report mechanism, how they understand it, etc. Youth participating in this testing will have to be from the UK, France and Germany.
The contract is for work of minimum 80 days to be carried out over a period of a maximum of 4 months, with a maximum total value of 50.000 €.

Coping with an ageing population – Learning from good eHealth and telecare practices (SMART 2010/0023)
The overall objective of the study is to give an overview of how different national models of long-term care have reacted to the challenge of an ageing population and promoted the deployment of home care services through the use of ICT for older people with chronic diseases. The study shall also demonstrate the actual and potential social and economic gains that are associated to these services. The geographical scope of the study is the EU27, Norway, Iceland and Croatia.

Identifying and optimising existing Information flows to maximise Awareness and Management opportunities for Energy use and Green House Gas emissions reduction (SMART 2010/0041)
The proposed study will identify practical mechanisms to realise the EU's Vision 2020 of a low carbon, connected economy by directly addressing the "information deficit" in the fields of energy efficiency and carbon footprint management. Today, even where more and better information is beginning to be generated (e.g. carbon footprinting and accounting by certain progressive firms) this information is not being made available usefully in the daily lives of consumers and other economic actors to inform and make possible substantive behavioural change individually or in the market. This "information transparency" remains a sine qua non for meeting the 2020 targets on energy efficiency and Green House Gas emissions reduction.

We look for one researcher to assist the Commission with carrying out a second assessment of the implementation of the Safer Social Networking Principles for the EU. The main tasks to be carried out would include:
Develop a methodology for the second assessment of the implementation of the Safer Social Networking Principles for the EU ; Adapt the methodology to the different types of social networking platforms signatories to the Principles ; Coordinate a team of national researchers who will implement the methodology and ensure quality control of their work ; Write a report on the main findings of the second assessment of the implementation of the Safer Social Networking Principles for the EU.

Ex-ante advertising for a negotiated procedure for a contract of a total value below to €25.000 "Experts: Positive online content"
The Safer Internet Programme seeks to contract 2-3 persons to help in the drafting of guidelines to be used by potential producers and providers of online content aimed at giving children and young people positive experiences and to help in the drafting of criteria for carrying out a competition within this field. The contracts are for work of up to 9 days to be carried out over a period of 4 months (June through September 2010), with a maximum total value below 5000€ each.
The work will be done mostly at the contractors' premises and online or by telephone, but might also involve meetings in Luxembourg.

Safer Internet call for proposals 2010
The call for proposals under the Safer Internet programme was launched on 26 February 2010 (OJ C48/07).
Proposals may be submitted for the following actions:
Safer Internet Centres (awareness centres, hotlines and helplines) in Portugal and Slovakia ; a thematic network to facilitate cooperation of law enforcement agencies in Europe and internationally ; a targeted project enhancing law enforcement agencies' analysis of illegal material within peer-to-peer ; a knowledge enhancement project on internet addiction of minors ; a thematic network to stimulate and co-ordinate investigation into the use of new media by children.

ICT 2010: Call for proposals to exhibit cutting edge research and innovation projects
The European Commission has published today the Call for Proposals for the Exhibition session at ICT2010 on 27-29 September 2010. The Commission is looking for ideas in the area of upstream ICT innovation as well as close-to-market projects. We invite any organisation involved in European research and development as well as deployment projects and associated support activities to submit an idea for an exhibit. The call is open to all sorts of actors in ICT research: universities, research institutes, non-profit organisations, public authorities and commercial companies including small and medium sized enterprises.

The health domain and its three main industries, pharmaceuticals, medical devices and eHealth, are dominant economic sectors with respect to employment creation and growth. Sustainable delivery of quality healthcare at affordable cost is a major challenge for European healthcare systems for a variety of reasons. This calls for changes in the way healthcare is delivered and the way medical knowledge is managed and transferred to clinical practice.
